Arabic/Nat Iraq and Turkey signed an initial agreement on Saturday to build a gas pipeline taking Iraqi natural gas to Turkey in exchange for Turkish products. The agreement was struck by Iraq's Oil Minister and the Turkish Minister for Energy and Natural resources. The pipeline will stretch over 13-hundred kilometres (800 miles) and carry 10 (b) billion cubic metres of gas a year. Iraq's Oil Minister, Lieutenant General Amir Muhammed Rasheed, signed the agreement with Turkish Energy Minister, Recai Kutan after two days of negotiations. At the signing, Rasheed gave details of the planned mammoth pipeline. SOUNDBITE: (Arabic) "The most important project we have discussed is the pipeline between Iraq and Turkey. As it is known, it is 1,300 kilometres long (800 miles) and the capacity which will provide the Turkish market is about 10 billion cubic metres. The investment is 2.5 billion dollars. The Kurdish Regional Government's Minister for Natural Resources said on Saturday that Iraq's northern Kurdish region will be "self-sufficient" by the end of the year. Dr Ashti Hawrami said the region will be free with its own revenue "instead of being under the thumb of dictators in Baghdad". Kurdish security forces took over two major oil fields outside the disputed northern city of Kirkuk before dawn on Friday and said they would use some of the production for domestic purposes, further widening a split with the central government of Iraqi Prime Minister Nouri al-Maliki. Hawrami said Baghdad had "miscalculated the will of the Kurdish people" by cutting off the 17 percent of the state budget - some 20 (b) billion US dollars in this year's projected budget - that is supposed to be given to the Kurdish region. The central government withheld the funds after the Kurds began moving oil from fields inside the autonomous zone to Turkey independently against Baghdad's wishes. The takeover of the Bai Hassan and Kirkuk oil fields were the latest land grabs by Kurds, who have responded to the Sunni militant insurgency that has overrun large parts of Iraq by seizing territory of their own, effectively expanding the Kurdish autonomous zone in the north. Those moves have infuriated al-Maliki's government while stoking independence sentiment among the Kurds. The Kurds have said their earlier moves into disputed lands were intended to protect the areas from Sunni militants after the collapse of the Iraqi military in the face of the insurgency the past month. But the territory they seized has large Kurdish communities and has long been claimed by the autonomy zone. In April 2008, when Patel was Energy & Petrochemicals Minister in the Narendra Modi government, his brother Mehul Dalal and his sister-in-law Nikita Dalal set up Suryaja Infrastructure Private limited — each got 5,000 shares. The next year, Patel and his son Abhay Dalal also got 5,000 shares each in the company. This shareholding continues to this date. Between October and December 2009 — Patel was still Energy Minister — Suryaja invested in a private listed company Gujarat Natural Resources Limited which is in the oil and gas exploration business. It is this investment that raises questions of propriety and conflict of interest. On August 7, 2016, during the change of guard in Gandhinagar, when Vijay Rupani took over as Chief Minister after Anandiben Patel stepped down, Saurabh Patel was dropped from the Cabinet. Oil trucks prevented from crossing to Iran

(18 Feb 2019) LEADIN: Trucks exporting oil from the northern Kurdish region of Iraq to Iran are being stopped from crossing the border. It follows an order made by the KRG earlier this month. STORYLINE: Standing outside their vehicles, unable to drive further, these truck drivers cannot complete their jobs. It comes after the Kurdistan Regional Government (KRG) issued an order on 14 February to stop oil tankers crossing the border gates into Iran. The order, made by the Ministry of Oil and Natural Resources, applies to Haj Omran, Bashmakh, and Parwiz Khan border gates. Shakhawan Bakir Dartash, the Director of Bashmakh border gate, confirms he's received notice of the decision: Dartash doesn't know why the KRG has made the decision or whether it has any connection to US sanctions on Iran. Tens of trucks, mostly with Iranian number plates, are seen parked at the Iraqi side of the border, unable to cross if they are loaded with oil. Truck drivers are extremely concerned, saying they will lose their source of income if the Kurdish authorities don't cancel the decision. Izzat Zirari, an Iranian Kurdish truck driver, says it will be damaging to both countries: "If there was no entry of gas and kerosene to Iraq, what can the people here do? From where can they get supplies? Do they have refineries to produce it? No. The Iranian drivers also will lose their jobs of making trips to Iraq and returning." Drivers says the decision is particularly harmful, given the struggling economy and high unemployment rate in Iran. The northern Kurdish region of Iraq is an autonomous region. It is landlocked and has borders with Iran, Turkey, and Syria. There are three main border crossing gates with Iran, two with Turkey and one border gate with Syria. ISLAMABAD: Minister for Petroleum Ghulam Sarwar Khan on Friday assured that the petroleum prices and taxes will be reviewed and fix it in accordance with the international market prices. Addressing a press conference, he said that the ministry will particularly review the price of diesel and ensure to make its price at par with the price of petrol which was cheaper then petrol before 2004 and now its price is higher than the petrol. He said that efforts will be made to improve the local production of refined and crude petroleum products which is presently at 15 percent against 85 percent of imports. He added the ministry will strengthen the role of OGDCL to improve local production. He said that Pakistan Petroleum Limited (PPL) has discovered new oil exploration of 23 Million Cubic Feet per Day (MMCFD) at District Sanghar of Sindh with production of 91 barrels per day. He said that country has rich oil resources, which will be focused on and explored in coming days for improving local production. Replying to a question, he said that all major agreements particularly those which were hidden will be examined and placed on ministry’s official website. He added the ministry will examine itself all such agreements before any step of National Accountability Bureau (NAB). He said that under new policy, in future no any official will be allowed to hold duplicate, acting or additional charge along with actual charge in the ministry and attached companies. He added professionals will be appointed on all vacant posts through advertisement. He said that in line with the policies of Prime Minister Imran Khan, efforts will be made to minimize the expenditures to protect the available resources while steps will also be taken to further minimize the line losses and other leakages in petroleum sector. He added there will be zero tolerance regarding corruption at any level and all additional official vehicles have to return back to the ministry by its officials manly high-ranking in the ministry or attached companies. He said that efforts will be made for early start of Turkmenistan–Afghanistan–Pakistan–India Pipeline (TAPI) project. He added the federal government was not moving ahead on the Pakistan-Iran gas pipeline project due to sanctions imposed on Iran, however the government will try to avoid reaching such situation when Iran goes to International Court of Law.
