Journalist Femi Oke talks to UNDP Administrator Achim Steiner and Selim Jahan, Director of the Human Development Report Office, about the new Human Development Index. This index and accompanying data give a snapshot of current conditions and show long-term trends on critical issues like inequality, gender, and environment. -------- What is the Human Development Index (HDI)? The HDI was created to emphasize that people and their capabilities should be the ultimate criteria for assessing the development of a country, not economic growth alone. The HDI can also be used to question national policy choices, asking how two countries with the same level of GNI per capita can end up with different human development outcomes. These contrasts can stimulate debate about government policy priorities. The Human Development Index (HDI) is a summary measure of average achievement in key dimensions of human development: a long and healthy life, being knowledgeable and have a decent standard of living. The HDI is the geometric mean of normalized indices for each of the three dimensions. The health dimension is assessed by life expectancy at birth, the education dimension is measured by mean of years of schooling for adults aged 25 years and more and expected years of schooling for children of school entering age. The standard of living dimension is measured by gross national income per capita. The HDI uses the logarithm of income, to reflect the diminishing importance of income with increasing GNI. The scores for the three HDI dimension indices are then aggregated into a composite index using geometric mean. The HDI simplifies and captures only part of what human development entails. It does not reflect on inequalities, poverty, human security, empowerment, etc. The HDRO offers the other composite indices as broader proxy on some of the key issues of human development, inequality, gender disparity and poverty. A fuller picture of a country's level of human development requires analysis of other indicators and information presented in the statistical annex of the report. Human Development Human Development is defined as the process of enlarging people’s freedoms and opportunities and improving their well-being. Human development is about the real freedom ordinary people have to decide who to be, what to do, and how to live. The human development concept was developed by economist Mahbub ul Haq. He believed that the commonly used measure of Gross Domestic Product failed to adequately measure well-being. Working with Nobel Laureate Amartya Sen and other economists, in 1990 Dr. Haq published the first Human Development Report, which was commissioned by the United Nations Development Programme. The Human Development Index (HDI) is a composite statistic of life expectancy, education, and per capita income indicators, which are used to rank countries human development. A country scores higher HDI when the lifespan is higher, the education level is higher, and the GDP per capita is higher Calculation Old method (before 2010 Index) New method (2010 Index onwards) The 2010 Human Development Index (HDI) combines three dimensions Life expectancy Education Standard of living 1. Life Expectancy Index (LEI) =(𝐿𝐸−20)/(85−20) LEI is 1 when Life expectancy at birth is 85 and 0 when Life expectancy at birth is 20 2. Education Index (EI) =(𝑀𝑌𝑆𝐼+𝐸𝑌𝑆𝐼)/2  Mean Years of Schooling Index (MYSI) =𝑀𝑌𝑆/25 Average number of years of education received by people ages 25 and older, converted from education attainment levels using official durations of each level. Expected Years of Schooling Index (EYSI) =𝐸𝑌𝑆/18 Number of years of schooling that a child of school entrance age can expect to receive if prevailing patterns of age-specific enrolment rates persist throughout the child's life. 3. Income Index (II) =(I𝑛⁡(𝐺𝑁𝐼𝑝𝑐)−I𝑛⁡(100))/(I𝑛⁡(75.000)−I𝑛⁡(100) ) Income Index is 1 when GNI per capita is $75,000 and 0 when GNI per capita is $100 HDI is the Geometric mean of the previous three normalized indices: HDI=∛(𝐿𝐸𝐼∗𝐸𝐼∗𝐼𝐼)

The Multidimensional Poverty Index (MPI) has been computed for 33 new datasets in 2014 using the same methodology as previously, and is now available for 108 countries using data from 2002-2013, with 57 countries having data for 2009-2013. The recent studies have also tracked changes in multidimensional poverty over time for 34 countries using DHS data, greatly extending last year’s work. Two measures related to distribution have been developed: one reflecting inequality among the poor, and the other, regional disparity in MPI across subnational regions. A new measure identifies the destitute as subset of the MPI poor who have deeper deprivations in at least a subset of MPI indicators. Sabina Alkire directs the Oxford Poverty and Human Development Initiative (OPHI), a research centre within the Department of International Development, University of Oxford. Her research interests include multidimensional poverty measurement and analysis, welfare economics, the capability approach, the measurement of freedoms and human development. Publications include ‘Valuing Freedoms: Sen’s Capability Approach and Poverty Reduction’, as well as articles in Philosophy and Economics. She holds a DPhil in Economics from the University of Oxford.

OPHI has launched the 2017 Global MPI, which added estimations for Algeria and El Salvador, and updated MPI estimations for 23 countries including China, India, Mexico and South Africa at a special anniversary seminar at Oxford University on 1 June. OPHI also launched its first-ever child poverty disaggregations for every country, finding that half of the multidimensionally poor people across 103 countries were children. There is a proliferation of multi-dimensional indices of social progress, environmental and economic development, such as the Human Development Index and the Social Progress Index. This seminar has been arranged to promote effective use of such indices in the context of international development. One trigger is that Sustainable Development Goals (SDGs) and targets have been announced to succeed the Millennium Development Goals (MDGs) and some 300 specific indicators are being developed. Unlike the MDGs, the SDGs, targets and indicators are expected to apply to all countries. This raises the prospect of an increase in the availability of data, but also implications, particularly in terms of building capacity in compiling national statistics and indicators, and in building and using multi-national indices that draw on national sources.
